Under the patronage of HE Prime Minister and Minister of Foreign Affairs Sheikh Mohammed bin Abdulrahman bin Jassim Al-Thani, the Civil Service and Government Development Bureau (CSGDB) organized the second edition of the Qatar Government Excellence Award to recognize outstanding ministries and government entities and highlight progress in institutional performance and service quality.
Launched pursuant to Amiri Decision No. 63 of 2023, the award aims to enhance the quality of government performance, promote a culture of excellence, and encourage competition among entities and employees in support of Qatar National Vision (QNV) 2030 and the Third National Development Strategy (NDS-3).
The second edition featured seven categories, comprising four main awards and three specialized sub-awards. Participating ministries and government entities were grouped competitively according to the Qatar Government Excellence Model criteria.
HE President of the CSGDB and Secretary-General of the National Planning Council, Dr. Abdulaziz bin Nasser bin Mubarak Al Khalifa, described the award as a true embodiment of the outcomes of the Third National Development Strategy (NDS-3), reflecting the achievements of outstanding government institutions in realizing Qatar National Vision 2030.
Dr. Al Khalifa announced that the next edition will introduce an AI Leadership in Applications Award to recognize entities that successfully leverage artificial intelligence to enhance services and operational efficiency. He also revealed plans to launch an Individual Awards Program to honor outstanding government employees across five specialized categories, reinforcing the role of human capital in institutional excellence.
HE the Prime Minister congratulated the winners, affirming in a post on X that the award represents a key milestone in advancing digital transformation. He said: “I congratulate the winners of the second edition of the Qatar Government Excellence Award, through which we continue our journey of strengthening digital transformation and consolidating the concept of constructive competition among government entities. We urge all institutions to enhance a spirit of positive competition in delivering services that meet the aspirations of our wise leadership toward a more efficient and innovative government.”

- Leadership in Institutional Transformation Award: Aspire Zone Foundation
- Comprehensive Experience Leadership Award: Primary Health Care Corporation (PHCC)
- Human Capital Development Leadership Award: Ministry of Education and Higher Education



The Ministry of Transport was commended for recording the largest increase in overall performance during this edition.
Qatari evaluators constituted 50% of the evaluation team, supporting alignment with the Qatar Government Excellence Model and reinforcing transparency and credibility in the assessment process.
The award forms part of national efforts to strengthen institutional performance, enhance service quality, and build a more efficient and innovative government in line with NDS-3 and QNV 2030.
